The Board of your PORT LARGO RESIDENTIAL PROPERTY OWNER’S ASSOCIATION invites you to attend our Annual Meeting on February 8, 2003 at 10:30 AM at the Key Largo Civic Club, 209 Ocean Bay Drive. We will have speakers and will discuss issues and ongoing projects which affect our neighborhood. We want to hear your concerns and ideas about Port Largo! Join us, and invite your neighbor! We will be holding elections for the Board of Directors of our Association. Volunteers are needed as board members and for various committees. Please contact a board member if you are willing to serve your community. Nominations from the floor are also welcomed and encouraged.
To date, the present PLRPOA Board members have indicated they are currently willing to serve on our board for 2003, except for Edwina Lindeman.

2003 Dues and Cards (Don’t throw your card away! )
Dues for 2003 membership will remain at $100 and can be paid at our Annual Meeting. New entry cards for the Homeowner’s park will not be issued if you already have a card. Your present card will remain valid when your fee is paid. A replacement card will cost you $50. If you do not have a card, they will be available at our Annual Meeting.
You may mail in your membership form, or you may contact Frances Simmons at 451-1790 or Ann Nickerson at 451-2604. Frances and Ann request that you call before coming to pay your dues. Please call for an appointment. They must not be expected to “drop everything” and assist you in the middle of their busy schedule. So, remember to call and schedule your visit.
The park gate will be reprogrammed on February 22nd. Be sure to pay your dues before that date or your card will no longer open the gate!

Proposed Change to Boat Ramp access hours!
The Board of Directors for the PLRPOA has received numerous requests to change the hours of operation of Homeowner’s Park boat ramp. Because of these requests the Board has drafted proposed changes to the operating hours of our homeowner’s park boat ramp to 24 hour access. These proposed changes will not effect the hours of operation for general use of the park and only address use of the boat ramp.
This is a significant change for the Homeowners Park. There will be a vote at the Annual meeting on these proposed changes to the Homeowners Park Rules.

Use of the PLRPOA Homeowner’s Park is for members of the Association in good standing.

2. General use park hours are posted on the sign at the entry gate. Use of the park during the posted “closed” hours is prohibited with the exception of launching or retrieving of PLRPOA members’ boats. Remaining in the park after the posted closing time for longer than what is required to launch or retrieve a boat is a violation of park rules. **General use is defined, as any use not directly required for launching or retrieving a boat.

6. Only vehicles with attached empty boat trailers may be in the park after the posted closing time while the member is on the water.

Listed below are the actions and positions the PLRPOA board has taken after careful consideration on issues affecting our community. The PLRPOA board believes we have expressed the Association concerns accurately in these matters. However, if the Board receives significant input from the Association’s members that the board's action or position on an issue is inappropriate, the board will then act in good faith to make sure the Board is representing the majority of Association members.
The Board has taken extraordinary measures to communicate with the membership of the Association. We have established a website to document the Association’s activities. In addition, an e-mail list has been established to communicate on a regular basis with the members of the Association. The Board does not want to act in a vacuum or misrepresent the Association Members. So, please click the reply button or call a member of the Board and let them know what you think on the issues. Please make sure you are on the PLRPOA email list, if you would like to receive notices and information from the Association.

We now have 229 members in our association compared to 204 last year!! Keep up the good work! Ask your neighbors to join and speak with anyone new in your neighborhood about joining us. Remember, your association needs volunteers and members! Please encourage your neighbors to join the Association!
Our park is a significant asset to the community as such the Board is dedicated to maintaining it in good condition and improving the park as much as possible. In 2002 the following occurred;
· Automated Entry Gate installed
· Benches and shelters repaired & painted
· Beach maintenance—3 loads of sand
· Monthly maintenance by Bushwackers
Improvements Planned for 2003
· Trim Mangroves
· Beach maintenance
· Park Benches on the waterfront
We currently have a reserve fund balance of $28,215 to be available for emergencies, particularly storm damage to our homeowner’s park. We increased this fund in 2002.

SunShine Committee
Netta Hills (453-4238) is Chairman of our “Sunshine Committee”. She will appreciate your call if you know of a neighbor who is ill, has experienced a death in their family, or is in need of community support.
Please advise a board member if you are willing to assist with this valuable program. The Sheriffs Office has been e-mailing crime alerts to the community which will help with the security of our community.
In
honor of John’s dedicated service to his community the PLRPOA Board has made
John an honorary PLRPOA member by decree as long as he does
not
own property in the Port Largo Community. This will allow John to fish in the
PLRPOA Annual Fishing Tournament and to work at the park anytime he has free
time! The board also recognizes that Patty is a Saint for putting up with
John.

Lynda Munshower (451-5432) is Chairman of our “Welcome Committee”. Please call her if you know of a new neighbor so she can welcome them into our community.
The Port Largo Ladies Luncheon Group has a monthly luncheon at 12:30 on the 2nd Wednesday of each month. Call ‘Netta at 453-4238 if you are new in our community and would like to join us! ‘Netta will give you the location, which is different each month.
Our group supports the Domestic Abuse Shelter. They appreciate our support and appreciate knowing we care about them! During this past year, we have contributed new and used towels, sheets, clothing, and toiletries, as well as cash.
If you have contributions or would like to help in any way, call Suzanne at 451-0579, Mary at 451-9316, or anyone in our Ladies Group. Suzanne says they are currently in need of things to set up a kitchen
We would like everyone in our community to receive our Newsletter. It’s a challenge to keep up with all the new owners. You can help by letting us know about additions or corrections to our mailing list (new residents, address changes, phone numbers, etc.). Please call Mary Nelson at 451-9316 with any new information.
Last Years Fishing Tournament
The Port Largo held our Sixth Annual Fishing Tournament on Sunday April 27, 2002 at the Port Largo Community Park. The Port Largo Property Owners Association hosts the event with the purpose of building community spirit and getting residents together in a fun family atmosphere.
The tournament was followed by a community picnic where the catch was deep fried along with fritters and too many covered dishes to count. A grand turnout and great fun was had by all. Sixty-five anglers on twenty three boats were registered in three different categories of anglers (adult, junior, and pewee). First, second and third place trophies and prizes were awarded in the three categories. Also a perpetual trophy was awarded for the angler with the largest dolphin.
Pewee category (10 and under) winners
· 1st place – Johnny Munshower — 8.7 lb. Grouper
· 2nd place-Ben Lapointe - 0.7 & 0.5 lb. snappers.
Junior category winners
Adult category winners
· 1st place - Hyatt Hodgdon - 28.2 lb. Dolphin & 13.3 lb. Tuna;
· 2nd place - Tony Spohn - 15.1 lb. Dolphin & 7.5 lb. Mutton snapper
· 3rd place - Dale Stringer with 16.9 & 9.1 lb. Dolphin.
· Best Female Angler award went to Brenda Robertson with a 12.6 lb. Dolphin and a 13.0 lb. Tuna.
Best Boat Award went to the “Trans-Action” with
· anglers Hyatt Hodgdon and Murray Nelson.
· A Perpetual Trophy for the largest dolphin went to Hyatt Hodgdon.

We are
surrounded by very unique and interesting people in our community.
We just have to take the time to get to know them!
Frances Simmons was born and raised in Birmingham, Alabama. She met her husband, Ed in 1939 when her aunt invited her to New York as a graduation gift. After Frances returned home to Birmingham, Ed joined the Army Air Corp and was stationed in Montgomery, Alabama. They were married in 1943 and lived in New York for 43 years.
On January 16th Frances and Ed celebrate their 60 wedding anniversary. The have three children and seven grandchildren. Their children live in L.A., California; Calgary, Canada and Jacksonville, Florida and they visit often.
Ed served in the Army Air Corp in WWII. He was stationed in England and flew 35 missions B-17 bombing missions over Germany. After the War Ed became an electrical engineer with Long Island Lighting.
Frances and Ed retired in 1985 and moved to Port Largo. She has served as PLRPOA Board member and Treasurer for many, many years, Her service has been so long it seems we have lost count. Her unselfish service has been taken for granted by most of us.
On Frances’ evening walks she loves to stop and say “Hello” to her neighbors, so do not be shy, just say “Hello, Frances”. She loves to know what is going on in our community, so if you have any juicy tidbits let her know.
The PLRPOA wants to express their appreciation for Frances’ devoted service to the Port Largo Community for all these year, and the excellent job she has done for us all!.

Present HOMEOWNER PARK RULES
1. The park shall not be used for commercial use by members unless specifically authorized by the board of directors of the association in writing.
2. Electric power to the entry gate is on a timer and will be automatically shut off at night. Park hours will be posted on or near the gate. Park hours will change with Daylight Savings Time.
3. All trash must be removed from the park by the responsible party.
4. No pets are allowed in the park.
5. Members are responsible for their guests at the park.
6. No boats or vehicles are to remain in the park after park hours.
7. Each member using the boat ramp is responsible for keeping it clean.
8. A $50 replacement fee will be required if a member loses their entry card.
9. The Association is not responsible for any personal property left at the park.
10. Members are not to loan their entry cards. Each new card will be identified as to its owner. You will be required to show your card and your ID on request to any board members or designee. If any card is found being used by anyone other than its owner or family member, it will be confiscated or voided. A new card may not be issued to the owner without board approval.
Any violations of these park rules may result in the loss of park access privileges.
