PLRPOA  Board Meeting Minutes - June 6, 2002

The board meeting of Port Largo Residential Property Owner’s Association was held at the home of Frances Simmons.  Present were board members:  Frances Simmons, Mary Nelson, Glenn Patton, Ann Nickerson, Annette Richard and Pat McLaughlin.

The meeting was called to order at 7:48 PM by Glenn Patton.

  I.   Minutes from the last regular monthly meeting held on May 2, 2002 were read by Mary Nelson and approved as corrected.

 II.   The Treasurer’s report was read by Frances Simmons and was approved as read.

III.  OLD BUSINESS

a.    Homeowner’s Park Improvements: painting:   Ann Nickerson and Glenn Patton will select colors. Work can be done after June 20, 2002.

b.    Homeowners Park: landscaping contract:  Bushwackers did their scheduled work last Monday and it is reported that there is still trash around the dock and on the strip of land outside the pond.  Glenn Patton will call Kathy and report back to our board. Ann Nickerson says bougainvillea look bad in median on Atlantic.

c.     IKLFHA Report  Ann Nickerson advised that Jerry Wilkinson resigned from the board since he is running for the Sewer Board.  Burt Cannon took his place. Annette Richard made a motion that we put our position on FKAA rate increase into a letter which Ann Nickerson can take back to the Federation. Abandonment of Troup Road at Tradewinds is another important issue. KemCo owns the property on the north side of Troup Road and will not allow development.

d.    Upper Keys Athletic Association: Community Park Lighting hours:  Glenn Patton advised the request for temporary exception to lighting hours was passed by the County Commission.  

e.    Chamber of Commerce Meeting Report:  Glenn Patton reports the main focus of the meeting was the Spiegel Grove which they are in the process of sinking as a dive site.

f.    FEMA and NFIP: Glenn Patton reports that no one who received a letter has called in for county inspection. Annette Richard reports that Richard Bennett will be speaking Tuesday, June 16 at 11:30AM at Lori Lei for the Board of Realtors meeting.

 V.   NEW BUSINESS

a.    Tournament: past members allowed to fish tournament (John Wood)?:   Annette Richard made a motion that John Wood  be declared an Honorary Member in appreciation for his past work for our community. This would allow him to fish the tournaments and in the event he returns to live in Port Largo, he will again become a member. The motion passed unanimously.

b.    Summer Youth Program (Odd jobs – activites)??   Glenn Patton will add a website page so that homeowners will have an opportunity to find help for odd jobs. Our youth will be able to let everyone know what they can do and the webpage will be available to assist them in getting together.

c.    Community Park – drug use – Marshall Walker complaint:  Everyone agreed this complain should be referred to the Smart Cop program.

d.    Membership: Owner/Tenant:   John Trejo brought up this issue when he was signing up applicants for the Fishing Tournament. After some discussion, Glenn Patton says we’re operating under the assumption that we have recourse from an Owner which we would not have from a tenant. Annette Richard will check with an attorney to see if this is an accurate assumption and report back to this board.

e.    Spiegel Grove:  Glenn Patton reports the ship should be righted by Friday or Saturday if the weather holds up.

f.              Next meeting date (summer break):  All agreed to break for the summer in which case our next meeting will be 9/5/02.

g.       FKAA rate increase - $10 Base Charge:   (refer above to  III.c.)

h.       Homeowners park night use (Cara’s email):  Ann Nickerson has the license tag number of a black SUV towing two SeaDoos whose driver forced the gate open. Glenn Patton will take the information, follow up and report back to this board.

i.         Solicitation:  A homeowner called requesting “NO SOLICITING” signs. A unanimous decision was made that it is up to an individual homeowner to put a sign on their property.

j.          Homeowners Park Security:  Mary Nelson made a motion that Pat McLaughlin take care of Police Patrol for July 4th weekend during the hours of 8:30 – 11:30PM on Thursday, Friday and Saturday. The motion was seconded and passed unanimously. All agreed that if authorization for special use of our park is given, we must state the user’s responsibilities and present this in writing at the time of approval. Ann Nickerson will check to see if there are legal considerations. Pat McLaughlin will draft a document and pass it along to Glenn Patton.

Our next meeting will be held Thursday, September 5, 2002 at the home of Frances Simmons.  There being no more business, the meeting adjourned at 9:15 PM.
